Mishawaka, IN - Two issues brought heated discussion at Monday night’s Penn-Harris-Madison Board of School Trustees meeting, both of which affect students directly. 

Two heated issues
The Teen Screen questionnaire that goes out to teens at Penn High School has come under fire from parents, who say it might not really prevent teen suicide.  
Also, board members faced with budget problems, discussed the possibility of cutting out some, or all of summer school.

Teen Screen
Teen Screen is meant to raise red flags and help stop teen suicide. It has its staunch supporters, but some parents say it simply doesn't work.  

"You look at the questionnaire itself,” said Penn parent, Dr. Ben Chorniere. “The questions are so vague that they're going to give a false high positive response from it, and they're going to gear the kids toward drugs because that's the only treatment they have right now.”  

After hearing from many parents, PHM’s superintendent took action.  He’s asked school leaders to take a second look at Teen Screen. They’ll review the program and make a decision on whether to keep it, by the end of the year.  

"This is fantastic,” said Chorniere. “Now at least people are going to have a chance, a first chance to really look at the program and make their own decision."

MISHAWAKA -- It looks as if parents will have to give their permission before Penn High School students are given any sort of mental health screening in the future.

And whether that screening would be TeenScreen, a somewhat controversial test that was given to sophomores this year, or something else is up in the air.

Penn-Harris-Madison Superintendent Robert Howard will report to school board members during their meeting at 7 p.m. Monday at Schmucker Middle School.

Schmucker is on Bittersweet Road across from Penn High School.

Howard started investigating the use of TeenScreen after Teresa Rhoades, an Osceola parent,

went to administrators and the board.

She is upset because her daughter was given the screening without her realizing it would be given.

Howard said earlier that information on the test was sent with other material and parents were asked to return a form only if they did not want their children to take the test.

Rhoades said she didn't get the information and didn't want her child to take the test.

A large advertisement in Thursday's Tribune lists reasons for opposing use of TeenScreen as possible referral for treatment, including drugs.

The ad says diagnosis of psychological problems is entirely subjective and there is no evidence that screening for suicide risk reduces suicide attempts.

Rhoades and Ben Choiniere, a chiropractor, are listed as contacts for people who oppose the test.

Rhoades' husband, Michael Rhoades, said Friday the family has gotten "quite a few phone calls

and some e-mail hits" but not as many as he expected.

Howard said Friday that further use of TeenScreen will be postponed until the administration has reviewed the district's suicide prevention program.

"I am not opposed to the continued use of a screening tool such as TeenScreen as part of a comprehensive youth suicide prevention school-based program," he said. "However, whatever screening tool is selected, it must include the requirement of parent approval prior to completion of the screening, and guidelines must be in place to maintain all privacy rights of parents and students."

TeenScreen is administered by Madison Center, the local community mental health agency.

Howard said earlier that some children who took the test were referred to Madison Center and some of their parents have thanked the school for administering the test.

I write this letter in honor of Shaina Dunkle, Matthew Smith, Stephanie Hall, and many

other children and youth who lost their lives due to labeling and psychiatric drugs.  This letter

has been emailed to over 15,000 people in my network, and forwarded to thousands of others

within my network.

In the words of my dear friend and loving parent Vicky Dunkle: 

"Our focus should be to educate, not to medicate!"  February 26 is the day the Dunkle Family

lost their precious sunshine, Shaina Dunkle due to their child being labeled with ADHD, and

Attention caring board members - please don't let this happen to other children, to your children.  Your decision to expunge TeenScreen and/or any form of mental health screening can help save thousands of lives, which can domino into millions.  In honor of Shaina Dunkle, and children who have lost their lives due to erroneous labeling and prescribed medication, make February 28, 2005

a day of hope, a day of miracles for families like the Dunkle family across America.
 

Together, let's give meaning to the deaths of Shaina Dunkle, Matthew Smith, Stephanie Hall,

and many others.  The Pinellas County School Board in Florida nuked TeenScreen by an overwhelming vote, and you can certainly do the same. 

You are welcome to review my letter to the Pinellas County School Board.

As you can see, your urgent attention to this matter is of utmost relevance and families like the Dunkle Family depend on genuine, compassionate "educators" and child advocates like yourselves!
Currently, there is a phenomenal teen, age 16, by the name of Chelsea Rhoades out of Indiana who is now suffering from being labeled "mentally ill" after filling out a TeenScreen without parental
knowledge and/or consent.  Such labels can stigmatize bright teens like Chelsea for the rest of

their lives, and Chelsea has a promising future ahead of her.  You can hear Chelsea, her mother Teresa Rhoades, high profile expert Dr. Karen Effrem, Harvard-trained attorney Jim Gottstein, Esq., public records expert Ken Kramer, and reputable chiropractor out of Indiana Dr. Ben Choiniere SPEAK OUT and share their justifiable concerns regarding TeenScreen on the Dangers of

"When the government orders 'universal' mental health screening in schools, it really means 'mandatory.'  Parents, children, and their private doctors should decide whether a child has mental health problems, not government bureaucrats.  That this even needs to be stated is a sign of just how obedient our society has become toward government.  What kind of free people would turn

their children's most intimate health matters over to government strangers?  How in the world have we allowed government to become so powerful and arrogant that it assumes it can force children to accept psychiatric treatment whether parents object or not?  Forced mental health screening is

just the latest of many state usurpations of parental authority: compulsory education laws, politically-correct school curricula, mandatory vaccines, and interference with discipline through phony "social services" agencies all represent assaults on families.  The political right has now joined the political left in seeking the de facto nationalization of children, and only informed resistance by parents can stop it.  The federal government is slowly but surely destroying
real families, but it is hardly a benevolent surrogate parent."

With that said, before making your final decision, please review Dr. Karen Effrem's Talking Points

on Mental Health Initiatives -  Problems with Screening and Drugging at
http://www.edaction.org/2004/082704.htm   I also included this in my letter to Pinellas County School Board on 01/25/05.  Dr. Karen's very first important point is the following:

"Screening does not prevent suicide - The U.S. Preventive Services Task Force (USPSTF)
issued its findings and recommendation against screening for suicide that corroborate those of the Canadian PSTF.  "USPSTF found no evidence that screening for suicide risk reduces suicide attempts or mortality. There is limited evidence on the accuracy of screening tools to identify

suicide risk in the primary care setting, including tools to identify those at high risk."

Valued Board Members:  When you make your final decision on the 28th of February, have in mind your own child.  Your decision can either help save lives or subject our bright future leaders to harmful, erroneous labeling which may very well destroy a child's future if not lead to eventual

deaths as in the case of Shaina Dunkle due to harmful medications prescribed post labeling / diagnosis.

As a concerned human being / child advocate, I proudly join the family masses against TeenScreen as we collaborate our efforts in unity to expunge this monstrosity and its like out of schools across the globe!  We must put a stop to this growing epidemic and the TIME IS NOW!

BODY: MISHAWAKA -- Penn-Harris-Madison School Superintendent Robert Howard will make recommendations about the future of a mental health screening called TeenScreen at the
Feb. 28 school board meeting.

Sophomores at Penn High School are given the test, which is designed to assess them for suicide risk, substance abuse and symptoms of common mood disorders, in their health classes.

It is administered by
Madison Center, the local community mental health agency.

Teresa Rhoades, an Osceola parent, objects to the current procedure of notifying parents of the test.

Howard said information on the test was sent with other materials and parents were asked to sign and return a form only if they did not want their children to take the test.

Rhoades said she didn't get the information and didn't want her child to take the test.

Howard said no more tests will be given this year so he has some time to review the use of the test and how parents are asked for permission.

Howard said some children who took the evaluation were referred to Madison Center and some of their parents have thanked the school for administering the test.
