"I am a governmental Whistleblower who has been fired for going to the press when evidence of corruption, fraud and graft was covered up, ignored and set aside by the Pennsylvania Office of Inspector General. (OIG)

The fraud involved pharmaceutical industry influence and bribes.  It

involved gross conflict of interest and profiteering by key Departments of Public Welfare, Office of Mental Health and Substance Abuse Services personnel. Powerful and very expensive psychiatric drugs were (and are) being excessively and inappropriately used throughout our Public Health System as a result of this corrupt influence.

When, as an OIG Investigator, I uncovered evidence of improper drug company influence, including payments of honorariums to state employees, (a Felony in PA) I was told point-blank to back off, that “drug companies write checks to both sides of the isle.”  The OIG and the Administration refused to consider my concerns and actively shut down

In the 2005 Georgia Assembly, Senator Nancy Schaefer authored

Resolution SR128 opposing the mental health screening of all children.  Also please take a moment and read through

Senator Schaefer's Speech against mental health screenings.

In a recent article titled "Medicating our Kids to Death" authored by Senator Schaefer, (special thanks to Jon Christian Ryter -- former newspaper reporter and author -- for publishing this very article)

Senator Schaefer states the following (clips taken from her article -- A MUST READ ARTICLE IN ITS ENTIRETY):

"Children in America are victims of fraud and death. Millions of them are diagnosed with alleged mental disorders because they are easily distracted, or they talk out of turn in class, or because they don't follow directions. Because they have discipline problems, they are subsequently drugged on substances equal to heroin and cocaine."

"Children belong to parents—their parents! Children are not the property of the State."

"Parents are responsible to make decisions regarding their children and their children's health. Children and "the family" are under dangerous assault today! Parents are coerced to put their children on psychotropic medications and children are dying. In the United States alone, 8 million children and adolescents are on mind-altering drugs that puts them at risk of violent and suicidal side effects, all while being told by the American Psychiatric Association that it is for your good."

Senator Johnson sponsored Bill S.B. 1270 in March of 2005. 

The Bill's purpose prohibits school district and charter school officials and employees from requesting any behavioral and mental health screening and disclosure of personal information from students without written parental notification and consent. 

On April 25, 2005, Arizona Governor Janet Napolitano vetoed

Bill S.B. 1270 passed by the legislature.  In the Governor's Veto Message:

"The Governor indicated that S.B. 1270 is overbroad and susceptible to an interpretation preventing teachers from making necessary assessments of a child’s ability to learn and function in a classroom.  According to the Governor, the bill’s broad but undefined terms such as “assessment,” “analysis” or “evaluation” could be construed to apply to a variety of questions teachers should pose to children who may not be learning effectively in their classrooms."

In a Commentary in the Arizona Republic Dated

05/02/05, Senator Johnson asked the following

question:

"Is it so difficult for the governor to appreciate that parents are the ones responsible for making judgments about their children's well-being, not school officials and bureaucrats?"

Dr Kruszewski told the BMJ that "it was money and influence, not good medicine, that drove prescribing practices. There was horrendous polypharmacy .... They were putting almost all patients on the same concoction of antipsychotic and anti-seizure drugs—but many of the patients weren't psychotic and they didn't have seizures. Many were simply drug addicts. This [kind of prescribing] didn't happen five years ago.

Political and drug company influence was evident when George W Bush, then governor of Texas, bragged about the Texas Medication Algorithm Plan (TMAP) during his presidential campaign while at the same time receiving large campaign contributions from the same drug companies that funded—and benefit from—the medication algorithm.  TMAP recommends the use of newer, more expensive, anti-psychotics and antidepressants—drugs manufactured by the same companies that paid for the development of TMAP."

Refering to a powerful, detailed article written by Rob Waters Titled

MEDICATING ALIAH, Dr. Kruszewski "looked into the deaths of four children in residential programs and submitted a report on an Oklahoma facility, where Pennsylvania children were sometimes sent. He found that many of the kids 'were severely overmedicated' with atypical anti-psychotics, antidepressants, and anticonvulsants, and he theorized that the death of at least one child could be attributed to a culture that combined polypharmacy and neglect.

Investigative Reporter Rhonda Robinson Reports in Her Eye Opening Article Titled -- Illinois, Eye of National Mental Health Storm

Jones told the BMJ, "The same political/pharmaceutical alliance that generated the Texas project was behind the recommendations of the New Freedom Commission,” which, according to Jones’ whistleblower report, was "poised to consolidate the T-MAP effort into a comprehensive national policy to treat mental illness with expensive, patented medications of questionable benefit and deadly side effects, and to force private insurers to pick up more of the tab."

Mrs. Johnson sponsored Bill S.B. 1270 in March of 2005. 

The Bill's purpose prohibits school district and charter school officials and employees from requesting any behavioral and mental health screening and disclosure of personal information from students without written parental notification and consent. 

On April 25, 2005, Arizona Governor Janet Napolitano vetoed

Bill S.B. 1270 passed by the legislature.  In the Governor's Veto Message:

"The Governor indicated that S.B. 1270 is overbroad and susceptible to an interpretation preventing teachers from making necessary assessments of a child’s ability to learn and function in a classroom.  According to the Governor, the bill’s broad but undefined terms such as “assessment,” “analysis” or “evaluation” could be construed to apply to a variety of questions teachers should pose to children who may not be learning effectively in their classrooms."

In a Commentary in the Arizona Republic Dated

05/02/05, Senator Johnson asked the following

question:

"Is it so difficult for the governor to appreciate that parents are the ones responsible for making judgments about their children's well-being, not school officials and bureaucrats?"

I was a graying grandfather with no home, no job and no property to speak of. My beloved new bride, from despair over my feared life incarceration, had become estranged and filed for divorce. My only recent vocational experience was as a social revolutionary, and my social skills had rusted to near oblivion. Emotionally I was a shattered wreck. It would be very hard to celebrate.

I also knew better than to fully embrace any notion that my nightmare was finally over, yet. I was too schooled in the bitter hatred of my captors to believe they would let me go so easily. Prepare yourselves to be disgusted by this now: With reference to Columbia University Teen Screen Program, in order to be eligible to start a screening program in your community, “a local sponsor needs to complete the TeenScreen Site Application together with a Letter of Agreement with Columbia University (which helps operate TeenScreen in 40 states), and commit to a minimum of 200 youth screened per year.” That is correct, you read it perfectly, a required commitment of a minimum of 200 youth screened per year. Is there a quota now that has to be met? What is going on here?
